Evaluation of the Tourism Sector Effectiveness of International Tourism Destinations with ESM-VT Method

Abstract

Effectiveness measurement is an important part of control function of management. Effectiveness results are used not only as a reference for decision-making but also in identifying areas where improvements must be made at the same time. The main aim of this study is to compare the tourism sector's effectiveness of the leading international tourism destinations of the world. Although there is an interest in effectiveness measurement at micro-level in the tourism sector, there are very few researches at macro level. An important reason for this is that the international tourism destinations offer differences in tourism resources. Difficulties in turning many different tourism sources into homogeneity make it difficult to carry out these studies. By considering this issue, this study introduces a new approach to compare tourism sector effectiveness of international destinations. In this study, comparison of effectiveness of 19 countries (international destinations) related to the tourism sector was made by using four inputs and two output variables. The number of employees in the tourism sector, tourism sector infrastructure, natural resources and cultural resources were used as the input variables in the study. The number of tourists and average income per capita were used as output variables. Data obtained from internationally reliable reports was used to ensure the homogeneity of the input and output variables. Data Envelopment Analysis and TOPSIS-Based Event Ranking (ESM-VT) methods were used to measure and rank the effectiveness of countries. The results show that while Hong Kong, USA and India take place respectively in the top three in terms of tourism sector effectiveness, Mexico (19) and Russia (18) are in the last order.
