The tourism sector struggles with critically high turnover rates that threaten operational sustainability. While existing literature predominately focuses on "turnover intention," this study addresses a significant gap by examining the legal determinants of actual turnover behavior. To measure the direct impact of rights violations on the decision to quit, a novel scale was developed, and its psychometric validity was rigorously established using Exploratory and Confirmatory Factor Analyses (EFA and CFA). Findings reveal that specific violations—such as denied rest breaks, unpaid overtime, and unfair tip distribution—are primary triggers for resignation. These determinants were categorized into "labor law-related" and "union rights-related" issues. Crucially, the analysis demonstrates that labor law violations exert a statistically stronger influence on turnover behavior than union-related issues. Furthermore, significant differences were observed across demographic groups regarding their reactions to these violations. This research provides vital empirical evidence, positioning strict adherence to legal regulations as a strategic necessity for workforce retention rather than merely a procedural obligation.
